Car 151 fails to brake early enough to avoid contact. It is nice to see they tried to take avoiding action, but too little too late. As this was a lap 1 incident: a 1*5 modified will be added to the 10 second time penalty.

I would recommending https://obsproject.com/ for the reporting driver. This is a nice free software that has some basic functionality for recording videos that is a lot nicer to use than an external camera.
